Secure Private Cloud Bund
The Secure Private Cloud Bund is the Federal Administration’s cloud platform for applications with the highest security and availability requirements. It is used wherever sensitive data, including sensitive personal data, are processed and where security, control and stability are crucial. The Secure Private Cloud Bund forms part of the Federal Administration’s cloud tier model and provides the highest level of security. It complements the Swiss Government Cloud (Cloud Levels I–III) and offers significantly higher security and availability requirements.
As the foundation of Cloud Level IV in the Swiss Federal Administration’s cloud tier model, it supports secure, highly available data processing, particularly within the Federal Department of Justice and Police, as well as in other offices and departments within the Federal Administration.
Operations are carried out entirely within Switzerland in dedicated data centres by the Confederation's own security-cleared personnel.

The platform is designed with security as a core priority. Security requirements are embedded by design and applied consistently throughout its entire lifecycle.
Zero Trust: Least Privilege and Need to know
The Zero Trust approach ensures that every access request is verified and clearly authenticated. Permissions are granted strictly in accordance with the principles of Least Privilege (the principle of granting minimum access rights) and Need to Know (access to confidential or sensitive information is granted only to those employees who absolutely require it to perform their duties).
All administrative activities are fully traceable and are logged in their entirety.
The infrastructure ensures a clear separation of environments at hardware level. Operations are carried out in the Federal Administration’s data centres, guaranteeing continuous control over infrastructure, systems and access.
Multi-layered security measures ensure confidentiality, integrity and availability. Security-relevant monitoring of the platform is carried out around the clock by specialist teams and experts to ensure security, enabling a rapid response to anomalies.
Transparency and control are guaranteed at all times. All activities are auditable, while regular reviews ensure compliance with requirements. Clear governance structures define responsibilities and operations.
Digital sovereignty
Data is processed and stored exclusively in Switzerland under Swiss law. Control therefore remains at all times with the organisations using the platform.
The use of open technologies, a multi-vendor strategy and a white-box approach avoids dependency on individual providers. The platform remains transparent, verifiable and capable of long-term further development.
Infrastructure availability
The infrastructure is operated in geographically separate federal data centres and is fully redundant. This ensures an availability of up to 99.98 per cent.
Maintenance work can be carried out without interrupting operations, while applications remain available even in the event of individual component failures.
The Secure Private Cloud in action
The platform is designed for applications with particularly high security and availability requirements, especially in the area of internal security and the processing of sensitive personal data. It is also available nationwide to other organisations with heightened requirements via the Cloud Service Broker – an intermediary for Cloud Level IV of the Federal Administration.
It supports both container-based applications and existing specialist solutions, and can be used either in shared or dedicated configurations, depending on requirements.
