Strategic objectives of IBM strategy III and measures

Strategic objective c1:  Establish a formal national risk analysis structure that involves all the relevant stakeholders, with defined tasks and responsibilities.

R-4 reFRONT report	Swiss risk analysis centre: Set up a Swiss risk analysis centre to coordinate the exchange of information between national and international partners. The centre should also develop its own national risk analysis products that are tailored to the needs of the stakeholders.

Strategic objective c2:  Compile national risk analyses products based on the needs of stakeholders and in line with current European standards. The federal and cantonal authorities contribute their resources, data and findings to preparing these analyses.

R-1 reFRONT report	Uniform, jointly developed standards for generating national risk analysis products: All national stakeholders in the area of risk analysis must structure their border control products according to jointly developed standards in order to reflect the core elements of the situation uniformly. The tasks, competences and needs of the stakeholders must be clearly defined and binding, and risk analysis products must be tailored to their needs.
R-3 reFRONT report	One SPOC per authority in the area of risk analysis: To reduce interfaces, the relevant authorities are to establish a SPOC for risk analysis. The SPOC is to consist of two to three people (or one unit) to ensure smooth communication even in the event of absences. A regular exchange should be institutionalised between the various SPOCs.
