Strategic objectives of IBM strategy III and measures

Strategic objective m1:  Train border control, police and migration authorities to respect and protect fundamental and human rights, prevent violations and identify vulnerable persons, including children and un-accompanied minors.

A-1 reFRONT report	Introduction of the Swiss Core Curriculum: Develop and implement a mandatory  Swiss Core Curriculum along the lines of the Common Core Curriculum (CCC) as the basis for the education of border control staff at the Schengen external borders.

Strategic objective m2:  Continue the independent mechanism for monitoring fundamental rights, with independent observers monitoring the activities of border control authorities for compliance with fundamental and human rights.

m2a	Monitoring compliance with fundamental rights through independent institutions: SEM is to mandate independent observers such as the National Commission for the Prevention of Torture (NCPT) or the Swiss Human Rights Institution (SMRI) to monitor compliance with fundamental rights during border controls and investigate allegations of violations or infringements. The Border Steering Group will be informed annually about the monitoring, and recommendations will be made. The NCPT already monitors compliance with fundamental rights during returns.
